In 1951, the Niesky wagon factory delivered 250 of these wagons, named as type Vtu, to the ČSD as an export order.
The open car, developed by the LOWA design office, was structurally based on the type Omm Klagenfurt, but is 900 millimeters shorter.
Following the export delivery, the Deutsche Reichsbahn also received approximately 250 wagons.
In the 1960s, some of the carriages underwent a complete overhaul.
During this process, the wooden side panels were replaced with welded-in sheet metal.
